Elmer was raised by his grandmother Retta Wilson Lowell.

Sister: Annabelle Bouchard of Brockton, Mass.

Seven grandchildren: Steve Peasley (Camille), Stacey Hutchins (Al), Jaime Torrey (Mike), Jeff Condon (Katie), Jacob Lowell (Haley), Ryan Lowell (Mary), Emily Lowell
Twelve great-grandchildren: Jack Pascal, Hoyt, Cora, Trafton, and Harland Hutchins, Harlie and Nick Burke, Wayland Torrey, Oliver and Nathan Lowell, Maeve and Elliana Lowell
One great-great-grandchild: Ella Bartlett
Elmer went to Penobscot schools and graduated from Bucksport High School, Class of 1948. Elmer worked for Fortin Brothers for several winters. He was a Penobscot selectman in 1957. He worked for the State Highway from 1957-1968, for Fred W. Beal Co. from 1968-1976 and Fortin & Jewett Co., a division of Webber Oil Co., from 1976-1995 until retirement.
Elmer enjoyed time spent with his children and grandchildren. He was an avid stock car racing fan; he also like going to fairs and watching horse pulling. He was a Mason for many years.
A graveside service will be held on Wednesday, Oct. 26, 2022, at 10 a.m. at Hillside Cemetery in Penobscot.
